These pages <br />replace existing pages 1 through 15 in the current permit. Pages 2.05-12 through 2.05-12 have <br />been identified as being left intentionally blank. I believe this will correct the problem of being <br />able to incorporate the revised pages into the permit document. Also, I have attached a revised <br />copy of Map 2-5 for insertion into the technical revision application. <br />In reference to access into panels AA and AB the technical revision pages have been revised to <br />reflect that COV will be obtaining a lease from the BLM for this coal. Once this occurs an <br />application will be submitted to the appropriate regulatory authorities for approval to mine in <br />the new lease, and this application will show access into panels AA and AB. In the event that <br />the lease is not secured COV will submit a minor revision to the permit showing an access <br />corridor into panels AA and AB. <br />It should be noted that COV will be submitting a response to the concerns and questions raised <br />by the BLM during their review of the application. COV's responses to these concerns and <br />questions will be submitted under separate cover. It is anticipated that the responses will be <br />submitted to the BLM within the next 7 to 10 ten days. I would imagine the BLM will require <br />at least 4 weeks to conduct their review, and coordinate same with the OSM. <br />
