(MCC) submits the enclosed Technical Revision application for <br />installing four (4) drill pads and four (4) Methane Drainage Wells (MDWs) associated with the E Seam <br />South Mains Development Entries. Enclosed are two copies of the Public Notice, the Application Form, <br />and the proposed Project Plan. <br />One MDW will be installed on each of the four pads to be constructed. This technical revision <br />application proposes an increase of four (4) acres of disturbance to the lands within the existing permit <br />area. The disturbances associated with this proposal will occur on lands managed by the USFS. The <br />project is located in Township 13 South, Range 90 West, 6th PM in a portion of Section 28. <br />The USFS is currently evaluating this project using the Categorical Exclusion classification under the <br />NEPA process. To support this evaluation a Threatened and Endangered Species Survey and a Cultural <br />Resources Survey are scheduled to occur in the upcoming few weeks. The results of these surveys and <br />the USFS approval will be transmitted to your attention. <br />The USFS approval is expected near the end of June 2005. Mountain Coal Company anticipates that it <br />may initiate drilling activities in early July 2005 depending on drill rig availability.
