Energy dissipation measures will need to be provided for <br />where the erosion control ditches enter the perimeter collection <br />ditches. <br />7. Page IV-25, second paragraph, contains the statement that <br />"[refuse] bank slopes will be reclaimed periodically to minimize <br />the size of the disturbed area existing at any one time." This <br />statement should be expanded to more specifically discuss the <br />reclamation sequence and anticipated time frames for the currently <br />active refuse areas. Will portions of refuse areas RP-2/3 or RP-4 <br />be at final grade and available for soil replacement and <br />revegetation by the fall of 1996? <br />8. Paragraphs 3 and 4 of revised Page IV-24 cite various federal <br />regulations, two of which no longer exist (817.72(d), and 817.82). <br />It is recommended that the federal citations in paragraph 3 be <br />replaced with appropriate state rule citations 4.10.3(2), <br />4.09.2(7), and 4.05.4. <br />9. Use of a chemical flocculant as needed in refuse area ponds <br />(specifically RP-2/3 Pond) was discussed during the recent <br />inspection. Flocculant was used on a temporary basis in the spring <br />of 1995 with the approval of the Division, but continued use was <br />apparently not addressed in the permit application. It is <br />recommended that Section IV.J of the application (Sediment and <br />Drainage Control), be amended to allow for the use of specified <br />flocculant products. <br />10. Given the significant amount of work to be done at the refuse <br />area, the revision application should include a priority schedule <br />for implementation. The Division's perspective on priorities and <br />time frames is as follows: <br />#1. Implement interim stabilization measures including check <br />dams, sediment traps, erosion control ditches, use of pond <br />flocculant, etc. on RP-2/3 immediately upon approval of the TR. <br />Complete within '_~0 days of approval. Maintain any existing <br />structures as necessary, on all refuse areas. <br />#2. Implement:any temporary stabilization measures on interim <br />"in pit" ditches .and slopes on RP-4 and RP-5 within 60 days of <br />6 <br />
