Lochhead <br />Execm me Dveao~ <br />michael B Lung <br />Div is ion Di~ec loi <br />The Division has conducted a preliminary review of the above <br />referenced T.R. application, and, as you know, Susan Burgmaier and <br />I recently conducted an inspection focusing specifically on <br />sediment and drainage control at the refuse disposal areas, which <br />is the subject of the revision. Susan is a surface water <br />hydrologist, and she identified a number of concerns with respect <br />to design and implementation of drainage stabilization and sediment <br />control structure:> at the site, as addressed in her inspection <br />report dated May 3, 1996. <br />Specific concerns and recommendations based on review of the <br />revision application and relevant sections of the current permit <br />application package, as well as the site inspection, are set forth <br />in the enclosure. In general, the concerns can be organized into <br />interim stabilization issues, and permanent design issues. <br />Interim stabilization issues concern measures which need to be <br />taken during the period of waste pile construction to control <br />channel erosion, minimize sediment delivery to the sediment pond, <br />and ensure the prosper functioning of the drainage/sediment control <br />system during the construction phase. Interim measures could <br />include a variety of practices, including initiation of final <br />reclamation (cover and topsoil placement and seeding) as soon as <br />practicable, use ~of diversion ditches on long refuse slopes to <br />minimize rill and gully erosion on the slopes, use of temporary <br />check dams and dugout sediment traps to slow flow velocities and <br />trap sediment, use of riprap on erosive segments of temporary <br />ditches, spillways, pond inlets, ditch junctions, etc, and use of <br />appropriate chemical flocculant to minimize settling time in the <br />sediment ponds. <br />
