Review Comments <br />1. Amended Map 77 indicates certain refuse area ditch segments <br />which are currently in their permanent location and will be subject <br />to permanent stabilization ditch designs. The mapping as presented <br />does not provide sufficient precision to delineate the exact <br />location and length of the existing permanent ditch segments. The <br />currently existing permanent ditch segments on RP-2/3 and RP-4 <br />should be narratively described with sufficient specificity so as <br />to be clearly identifiable in the field, and the permanent control <br />measures to be implemented in those specific segments should be <br />described. <br />2. With respect to RP-5A, it is our understanding that the <br />eastside and west side perimeter containment ditches as depicted on <br />Map 77A, and as they exist in the field, are in their permanent <br />location, and will be subject to permanent ditch stabilization <br />requirements. Please let us know if this is not the case. <br />3. Page IV-24, at the top of the second paragraph, includes the <br />statement that "WFU will maintain drainage and sediment control <br />during the refuse pile construction and prior to final reclamation <br />on an as needed basis." This statement should be revised to <br />clarify that the operator will maintain drainage and sediment <br />control structures so that they are stable and functional at all <br />times, until final bond release is approved. <br />4. Also on Page IV-24, the third paragraph indicates that <br />permanent diversion ditches will be designed to pass the runoff <br />from a 100 year, 24 hour storm. The paragraph should be amended to <br />clarify that interim or "in pit" refuse area perimeter ditches will <br />also be sized in accordance with the referenced designs to pass the <br />runoff from a 100 year, 24 hour storm. These ditches should be <br />field checked to verify that capacities are in accordance with <br />design specifications presented in Illustration 5 and Illustration <br />6A, of the permit application (including the required .3 feet of <br />freeboard). <br />5. Page IV-24A depicts the typical rock check dam to be used for <br />"in pit" ditch control. It is not apparent in this drawing whether <br />the design would provide capacity above the dam to convey the <br />design flow depth plus the required .3 feet of freeboard. Please <br />revise the drawing or specify in the narrative the ditch capacity <br />to be provided above the top of the dam. <br />6. Paragraph 5 of amended Page IV-25 references Map 81 and Map 95 <br />as showing reclamation contours and final cross Sections of Refuse <br />Areas 1 through 4. The reference appears to be erroneous or <br />outdated. Map 81 final reclamation contours appears to have been <br />replaced by Map 77, and reclamation cross sections are depicted on <br />Map 83. Map 95 is a road plan and profile. This should be <br />clarified. <br />
