Presumably, the projected replacement thickness for the II-W South Area has <br />been reduced, due to the fact that the a large portion of the deep soil aspen habitat <br />will not be mined; however the narrative commitment has not been revised. On <br />the most recent version of the proposed amended Exhibit 21-I, an average <br />replacement thickness of 1.6 feet is indicated for the Haul Road K corridor, to be <br />reclaimed in 2007, but average replacement thickness is not indicated for other <br />areas. There is a notation on the proposed map revision stating, "Average overall <br />minimum topsoil thickness-I.0 feet". <br />It is not clear what "average overall minimum" means. Please delete this <br />confusing reference from the exhibit. <br />For the II-W North Areas (original permit area), where soil replacement has <br />been completed, the approved 1.3 foot (15.6") average replacement thickness <br />is still applicable, and should be stated in revised text and indicated on <br />Exhibit 21-1. For the II-W South Areas, and remaining facility areas to be <br />reclaimed in the North Area, text and Exhibit 21-1 should be amended (if the <br />current "planned variability" is not desired) to specify the "approximate <br />average replacement thickness" criteria that will apply, respectively, to aspen <br />planting areas, upland shrub establishment areas, and general reclamation <br />areas, as appropriate. The plan should be based on the current soil stockpile <br />inventory and acreage remaining to be reclaimed. Average replacement <br />thickness applicable to all of the various parcels delineated on Exhibit 21-1 <br />should be specified. A minimum replacement thickness may be specified in <br />addition to the approximate average thickness. For example, it may be <br />appropriate to state in the text that, within the "standard 1.3 foot average <br />replacement thickness areas, the minimum thickness in any particular <br />location will be 9 inches. <br />9. Revisions to the amended Exhibit 22-1, cover letter clarification regarding <br />replacement of current Exhibits 22-1 and 22-1A with revised 22-1A, and amended <br />Tab 22 table of contents were adequate and responsive to Division requests. <br />However, the cover letter response indicates that "text in Tab 22 has been revised <br />to reflect the removal of Exhibit 22-1A", which does not appear to be the case. <br />There are references to Exhibit 22-1A on pages 7, 8, 22, 23b, 23c, 23d, 26, 27, 39, <br />and 48, of Tab 22, that have not been revised. <br />Please revise pages 7, 8, 22, 23b, 23c, 23d, 26, 27, 39, and 48, of Tab 22, to <br />delete references to Exhibit 22-1A. <br />Resnonses to AugnSt 25, 2005 Letter <br />10-11.
