Mr. B. Oswald
70/30/03
8/26/03 Inspection Report - Issue Response
Page 2, para. 6: "The operator wants to remove the two vadose zone piezometers at this dump.
These......... Before actual removal, the operator should inform this office in writing of the intent and
methods by which it is to be done."
Response: HMC will provide a plan and information regarding the removal of the two vadose
zone piezometers prior to completion of work.
Page 2, para. 7: "The 9360 level dump and portal areas were inspected. ........ a few pieces of debris
which have become revealed on the new surfaces, and the operator will remove them."
Response: HMC will remove the identified debris and properly dispose of the material.
Surveillance of the project area will continue and, as required, any debris that shows up on the
reclaimed area surface will be removed.
Page 2, para. 8: Same debris issue noted on 9360 dump.
Response: HMC will manage debris issue in same manner as described for the 9360 level
reclaimed area.
Page $ para. 4: [Report discussion on air vent shaft closure in Permit Area E.] ............ "A location
was found that appears to match this feature, a short distance from the forest road in the area. A
capped 8-inch iron pipe extends two feet high in this wet meadow, accessed by a 100-foot long
graveled spur to the west of the 2-track forest road. A bare area of about 300 sq ft is near this pipe. It
is not clear if this is the feature in Area E or if it is a well belonging to a different party. (There is no
record of the Division inspecting this vent hole in the past. It would be appreciated if the operator could
possibly verify whether this feature is the vent in question.)"
Response: We are certain that the 8-inch pipe described in the inspection report is an HMC
well located in the Windy Gulch meadow north of where the Bachelor Loop Road crosses
Windy Gulch. The air vent shaft in question is located further NNW of this well location. The
attached map shows the location of the sealed and reclaimed vent shaft location. HMC will
assist in location of the sealed shaft location during the next scheduled site inspection, or at
another time convenient to DMG. As indicated in our field site inspection, the vent shaft was
closed, sealed, covered and recaimed a number of years ago after closure of the Bulldog Mine.
We hope that the foregoing addresses all of the questions that were raised concerning the status of the
Bulldog Reclamation site. If you have any remaining questions, please contact me at your earliest
convenience in the Albuquerque office at (505) 828-1621 or my cell phone at (505) 400-2794.
Sincerely yours,
NGM EBTAKE MINING COMPANY
Alan D.
