Seneca Coal Company <br />Seneca II-W Mine <br />Phase I Bond Release Request <br />June 2006 <br />• In summary, the extents of mitring and backfillittg on the attached exhibits. The following list describes the <br />accompanying maps and documents provided in this package to further document the Phase I Bond Release <br />request. <br />Exhibit A, Phase I Bond Request Areae, shows the location of the 761.2 acres included in this request. <br />Exhibit B, Chronology of Bacldll and Grading, indicates the sequence and timing of backfill and grading <br />within the Phase I request area. <br />Exhibit C, Post Mining Topography Map, provides final post-mining topography for all Seneca II-W <br />Mine lands regraded through 2005. Also included are the locations of the postnune channels, stock ponds, <br />and sediment ponds, along with the approximate dates that the postmine channels were completed <br />Exhibit D, Typical Cross Sections of Backfilled and Graded Area, provides representative cross-sections <br />showing final topography configuration. There aze differences in elevation, at the disturbance boundary, <br />between pre- and postmine configurations. This difference is attributed to upgraded technology and survey <br />control over the past decade between aerial photography and on-the-ground surveying. <br />Exhibit E, As-Built Drainage Profiles, shows the longitudinal profile and grades of each permanent <br />drainage channel These profiles demonstrate that drainages have been reestablished to provide stable <br />channels according to the approved permit design. <br />Attachment A contains a Notarized Statement that all reclaznation work has been completed in compliance <br />with approved permit and Rule 3.03.2(1)(e). <br />Attachment B contains copies of the "Notification" letters sent to the entities listed in Section VI. <br />Attachment C contains a copy of the Public Notice and the Proof of Publication. The Public Notice must <br />be published in a local newspaper four (4) consecutive times and the newspaper must provide a notarized <br />statement that the notice was published as requited. <br />Attachment D presents the rational and calculation for monies requested for release. <br />• <br />
