Box 3046 <br />Joplin, Missouri 64803 <br />Re: Letter of September 24, 1987 <br />Dear Mr, Collins: <br />I regret that you perceived in such negative light the letter I sent to the <br />state of Missouri, I clearly did not intend it to be so. The letter <br />contained much of the same content and language as the letters we sent to the <br />citizens who support .your project and as the press release. The content of <br />those letters and the press release were discussed with you and Rebecca <br />Kourlis and you concurred in their content. Our intent with the letter to <br />Missouri was to be as objective as possible; as such we virtually copied the <br />phrases and language in the law, The letter was copied to Robert Liddle and <br />Sue P4owry of my staff, nary Behrns, the Program Supervisor in Missouri, and <br />Sandra Stratton, the assistant Attorney General for Missouri, <br />As you may appreciate, our approval of the transfer of permit to Blue Horizon <br />Mining, Inc. was a delicate matter, The state of Missouri advised against the <br />approval, but understood that we were acting within the framework of Colorado <br />law when we approved it. Since they were involved in the process, it was <br />necessary to notify them of the Division's decision. <br />We have made it clear to the state of Missouri, as we have to you, that <br />Colorado makes no judgments about the case in Missouri, <br />I sincerely hope that the Missouri issues can be resolved and that the <br />condition placed on your permit can be removed in the near future. It would <br />be to the benefit of both Colorado and Blue Horizon Mining, Inc. if this were <br />accomplished.
