<br />indication that topsoil was being salvaged prior to extraction. Please commit to a certain width of <br />topsoil stripping ahead of eravel extraction to prevent the continued loss of topsoil. The Division <br />recommends at least 20 feet and a commitment that extraction will not proceed to the edge topsoil <br />removal. <br />During [he pre-operation inspection the inspector pointed out to Nlr. Reed and Mr. Nichols topsoil <br />exposed at the top of the last cut ranging in depth from 12 inches on the eastside to a few inches on <br />[he south side. It is obvious that topsoil is being lost during the mining operation. Please commit <br />to salva;ing all topsoil for use in reclamation of the mine site. <br />Will bulk fuel or other petroleum products be stored in the permit area? [f so, provide your plan to <br />prevent spills of petrochemicals from contaminating earth materials and ground water. If bulk <br />petrochemicals are to be stored on site, your plan must be adequate to contain 11090 of the total of <br />petrochemicals stored on site, in the event of a spill. <br />Exhibit E -Reclamation Plan <br />Your reclamation plan (3.1.3) indicates that there will be no asphalt operation at the site. The <br />operator will be required to modify the permit if he intends to conduct an asphalt hatching <br />operation in the permit area in the future. <br />2. The Division recommends that you contact the local weed control district or county weed control <br />agent to determine whether anoxious weed control plan in necessary. If such a plan is necessary for <br />your operation, it should be incorporated into your reclamation plan and permit. <br />3. The proposed reclamation plan is to perform typical reclamation on the pit slopes but to leave the <br />pit Floor plated with 6-12 inches of gravel. I discussed this aspect of the plan with Ms. Bellantoni <br />and Messrs. Reed and Nichols at the pre-operation inspection. I pointed out that the Rule <br />6.4.5(2)(b) requires reasonable assurance that [he site will be developed for industrial/commercial <br />purposes and that if there is no reasonable assurance, a plan for revegetation must be included with <br />the application. Provide some form of written reasonable assurance or provide a plan for <br />revegetation of the pit floor. Reasonable assurance can be in [he form of evidence that Chaffee <br />County has zoned the permit area for industrial/commercial use or has otherwise agreed in writing <br />that the land may legally be used for those purposes. <br />4. Your section 3.1.7 Groundwater-Specific Requirements states that your proposed operation will <br />have no affect on groundwater. The Division has received letters of objection [o your conversion <br />application, two of which state concerns about their domestic water wells. One states a concern <br />that your operation would affect the level of water in their wells. The other states that the <br />possibility of contamination from the operation of the gravel pit is tremendous. Demonstrate [hat <br />your proposed operation will not affect the quantity or quality of water in the domestic wells of <br />these objectors. Copies of their letters were sent to you under separate cover. <br />5. What do (a) and (b) under 8 of your section 3.1.9 refer [o? They do not seem to be related to this <br />section. <br />6. Your response to Rule 6.4.5, second paragraph states "the items referred to in the second sentence <br />are covered in detail in section 3.1.10 `Revegetation' presented earlier in this reclamation section.' <br />Your application does not contain a section 3.1.10. Please provide it. <br />
