This <br />submittal clarifies that Oxbow Carbon & Minerals, Inc. owns the land where the abandoned <br />section of the State highway is located. This section begins at the point that the road from the <br />Sanborn Creek Mine portal intersects the old highway and continues east along the abandoned <br />highway to the point where state maintenance ends. Oxbow Carbon & Minerals, Inc. will <br />maintain the road as required during the operation of the mine. When the Sanborn Creek Mine <br />portal area is reclaimed, Oxbow Carbon & Minerals will tie the reclaimed area to the abandoned <br />section of highway. This tie in will allow Oxbow Carbon & Minerals, Inc. the use of its reclaimed <br />land after the reclamation bond is released. <br />This minor revision clarification affects Rule 2.05.3(3)(c): Operation Plan, Page 2.05-13vii. <br />Please feel free to contact the undersigned at the above address if you have any questions or need <br />additional inibrmation regarding this request.
