Mr. Midnd BorJay
Dirinnr o% MvreraLs and CaJogy
Ja>amy lb, 1999
Pale 8
All hydrologic data are provided in the appendices of Tab 7, Hydrologic Description. Surface and
ground water monitoring site summaries are provided in Tab 7 and Tables 15-1 and 15-2. )n the ~
text of Tab 17, Probable Hydrologic Consequences, the term "baseline" (or "background") refers c~
to all data collected prior to January 1, 1990 (minirrg began at Seneca II-W in August 1990). The ,~ t~~
ternt "historic" refers to all data collected poor to January 1, 1998. The text of Tab 17 generally ~r t
defines what monitoring sites and time periods (i.e., baseline or historic) are being used in a ~~~~~
discussion. SCC will answer any of the Division's specific questions concerning discussions in the 4, '',
permit text. ~ ~ ' ~ .•
~-'y.
Comment 23 - Baselvte grourrhetuer quantity and quality duct am mlrsiral far eadi aquifer alx~ witlmt ~ if ~ ''tG ~.
fntartrally vrtpacre~ lrlor~ t1x loxes act! seam to Fx moral (Rule 2.04.7J. This precludes
their use as water quality monitoring wells. The reference to they use as mater quality monitoring
well:., on page 15-3a-3, was a mistake and has been corrected.
Well GW-52W-20V is located in Hubberson Gulch down-gradient of the proposed II-W South
operations and is the only overburden well in the Seneca iI-W South area. This well was
monitored from 1980!81 through 1994 and abandoned in 1994 due to a leak in the annular seal
of this triple completion well. Data from this well was used in the PHC assessment.
Appendix 7-3 provides aquifer test data for overburden wells 150V, 170V, and 180V in the
Seneca II-W area. Transmissiviry values of 0.32, 72, and 3.9 k-/day, respectively, were observed.
These values indicate chat wells completed in the overburden would be rated from poor to fair for
domestic use and very poor for imgation use (see Table 7-21, Tab 7, page 66). Based upon the
CMLRD's definition of an aquifer ("... transmit water in sufficient quantities for beneficial use"),
along with generally poor water quality, the low potential Eor development in the area, and the
existence of more suitable aquifers (i.e, Trout Creek and Twenty Mile sandstones), SCC believes
that more monitoring of the Wadge overburden is unnecessary.
Comment 24 - 71xre are no alGrtwl rrronirorirtg xedls xenihirt the Senaa I/-W South area.
