flll IIIIIIIIIIIIIIII
INTEROFFICE MEMORANDUM
TO: BYRON W
FROM: JANET BlNNS
SUBJECT: COLOWY TR~7
DATE: 03/22/99
CC: DAN FiFRNANDEZ
I have reviewed Colowyo's application for a Technical Revision (TR-47). In this
revision Colowyo proposes to revise their internal revegetation monitoring schedule.
Permit page 4.15-1 is the only page submitted for revision. The proposed revision is in
compliance with Rule 4.15.1(4).
In the first sentence following citation 4.15.1(4) on proposed page 4.15-1 reference to
monitoring the success of mature shrub transplants has been eliminated.
Has Colowyo ceased live transplants of mature shrub clumps? Permit page 2.05-52
still retains a commitment to establishing mature shrub clumps. The Division
requests that Colowyo continue to monitor success of mature shrub clumps.
The main change proposed in this revision is to commit to monitor vegetation in the
fourth growing season after planting and to eliminate monitoring every third year
thereafter. This revision is acceptable and in compliance with the regulations.
2. Colowyo proposes to submit "an assessment of the monitoring results in the Annual
Reclamation Report". The Division requests that the results be submitted not solely
Colowyo's assessment of the results. Please submit the monitoring information in the
annual reports.
Colowyo has not proposed to revise information found on page 4.15-2. Item No. 5 on
page 4.15-2 repeats commitments found on page 4.15-~. This page commits Colowyo to
taking corrective actions should sampling show problems with revegetation. This page_
also commits Colowyo to submit the sampling information and not simply "Colowyo's
"assessment" of the monitoring data. If Colowyo does not intend to revise this page,
concern no. 2 should already be covered. If page 4.15-2 is not revised we do have some
repetitive text, however I would prefer to see the commitments found on page 4.15-2 to
remain than to ask the operator to revise this page.
