Twenrymile Coa(Comynny - Foide( Creek Mine, TR04-04 TA Resyonses 8/12/1004 <br />than 100 feet from Fish Creek. and/or. ifpronosed for disturbance provide information for <br />the Division to allow and base a findings for encroachment. <br />Resuonse: Two lazge scale drawings (15-50 and 1 W-50) have been developed and aze <br />included in this response submittal package for insertion in Exhibits 16C and 16D. <br />Item 30. Page 2.05-45.3, line 19.The perimeter of all areas affected by surface facilities <br />need to be clearly marked before the beginning of surface coal mining operations (Rule <br />4.02.3). Please add the task "Placement ofdisturbed area markers"a ter "Completion of <br />environmental and ennineerinQ investigations"and "Temporary drainage and sediment <br />control measures ". In the text, please include a reference to the description ofdisturbed <br />area markers. <br />Resuonse: The task and reference in the text have been added. <br />Item 31. No map was found that portrays the limits ofdisturbed area in accordance with <br />Rule 2.05.3(2)(6). Please identifv the limits ofdisturbance on a map. A note and arrow to <br />the access road indicating a limit ofdisturbance distance (right-of--way) on either side of <br />the road centerline will suffice for the roadway, expanded as may be necessary if topsoil <br />storage piles would require additional space. <br />Resuonse: The limits ofdisturbance are identified on Maps 1 S-50 and 1 W-50 <br />Item 32. Page 2.05-45.3, last line, and 2.05-45.3, first line. The wording presented <br />indicates that large vegetation will be removed for construction of the access road, and <br />introduces the placement ofgeotextile. On page 3 of Exhibit 25T the consultant addresses <br />an option of placing geotextile over topsoil and organic materials in place. However, also <br />on page 3 of Exhibit 25T, the consultant report states that "The roadway subgrade should <br />be prepared by stripping of all topsoil and organic materials. ", and suggests that such <br />construction practice would be more economically feasible than leaving the topsoil and <br />organic materials in place and using ageotextile/stabilization fabric. Vegetation and <br />topsoil must be removed to comply with Rule 4.03.2(3)(e)(xi). After removal of vegetation <br />and topsoil (and usually any organic materials), placement ofgeoteztile over soft soils, as <br />suggested by the consultant on page 4 of Exhibit 25T, would be permissible. Please change <br />the wording ofthese lines to indicate that vegetation and topsoil will be removed from the <br />design roadbed, shoulders and associated structures, and discuss placement over soft <br />subgrade materials ifproposed. <br />Resuonse: Based on the CDMG review comment, and review of relevant soils <br />information, TCC has decided to eliminate geotextile placement and to strip and stockpile <br />topsoil and organic materials, consistent with standazd practices. The referenced plan text <br />has been revised to reflect this change. <br />Item 33. Page 2.05-45.4, lines 3 and 4. Please identify the locations and quantities of <br />topsoil to be stored for the road construction (probably on Exhibit 4 forthcoming?). <br />
