<br />' Reclamation Plan <br />Area 7 - Upper Middle Fork <br />Area 7 contains approximately 77 acres of land disturbed by the construction of the <br />14iddle Fork Uam. The Middle Fork Uam is scheduled for completion by November, 1984. <br />Major reclamation earthwork is planned during late 1984 but most earthwork and stream <br />channel reconstruction will begin in 1985. Revegetation is planned to commence by <br />late fall 1985 and be completed by summer 1987. <br />As stated in Colony's original extraction permit application "It is Colony's desire tc <br />reclaim disturbed areas to a self sustaining landscape which provides habitat and <br />forage for domestic livestock and wildlife." The reclamation of Area 7 will be per- <br />formed in accordance with Exhibit E of the original permit application and any and all <br />amendments to Exhibit E. <br />In order to facilitate this plan, the <br />divided into the following areas; 7A) <br />78) <br />7C) <br />7U) <br />7E) <br />attached map has been prepared. Area 7 is <br />Dam and Reservoir <br />Downstream Access <br />Quarry and Spoil <br />Yalley Road/Stream Channel <br />Core Material Stockpiles <br />All reclamation earthwork, grading, etc., for Area 7A will be completed during late <br />1984. Material excavated frrnn the reservoir, (Area 7A) will be used as backfill in <br />the quarry (Area 7C) and downstream groins of the dam. During the summer and early <br />fall of 1985, the remaining disturbances will be regraded. The overburden pile (Area <br />7C) upstream from the quarry will be graded. This overburden will blend into the <br />quarry, and the quarry's rock faces will remain on the south exposure. The stream <br />channel, where disturbed, will be re-established upstream of the reservoir (Area 7U) <br />and downstream of the dam (Area 7B). The dam's downstream access road (Area 7B) will <br />be improved and narrowed to allow for a suitable stream channel. Colony's stream <br />gauging station in this area will remain. The Valley Road (Area 7D) will be improved <br />and adequate stream crossings will be installed. The stream channel will be recon- <br />structed to resemble the undisturbed stretches of the stream. Following stream recon- <br />struction and site gradiny, all stockpiled core material (Area 7E) will be spread on <br />the regraded slopes. Slopes that are steeper than 2:1 will not receive arly core <br />material (topsoil). Topsoil will be spread 3-9 inches thick. No topsoil will be <br />placed below the normal reservoir water level. The remaining roads, cliff faces, dam, <br />and reservoir will not be revegetated. All other areas, totalling approximately 60 <br />acres, will be revegetated. <br />Revegetation will be a two step process. The first step is the establishment of forbs <br />and shrubs. These plant life forms do not compete very well with the more quickly <br />established grasses. For this reason, the forb and shrub components of Colony's <br />approved seed mix along with 6 to 10 other native forbs and shrubs will be aerially <br />broadcast seeded during the fall of 1985. This will result in over 65 live seeds per <br />square foot. Fertilizer, 18-46-0, will also be aerially applied at the rate of 300 <br />lbs./acre. This technique will give the slower establishing forbs and shrubs a one <br />year head start on the grasses. The second step of revegetation, using Colony's <br />approved seed mix, will be implemented during the fall of 1986 using the techniques <br />described in other submittals. Every effort will be made to control erosion during <br />this revegetation period. <br />The success of this reclamation effort will be closely monitored.
