Long <br />Dirision Director <br />Summary and Resolution of Interaction: Mr. Bower left a voice mail stating that the required annual <br />pressure testing for the 3-Dmn seep lines has come due, but [ha[ there is insufficient Flow in the lines at [his <br />time to complete a presure Zest without the need to adil water from tanker h'ucks. One pocsihlc e~hlnnaliDn <br />for the very low Flow in the pipelines a[ this time is that 3-Dam seepage has diminished as a result of the <br />pipeline installation and elimination of the old seep water pump back system. The minimization of seepage <br />through elimination of the pump back system was one of the goals of [he 3-Dam project. Henderson Mill <br />requests that the annual pipeline integrity testing be rescheduled for the spring of 2002, and will be conducted <br />each spring [hereafter to assure [hat the testing occurs at the time of high Flows in the 3-Dam seeps coinciding <br />with snowmelt. The Division of Minerals and Geology agrees that springtime is more suitable for pipeline <br />testing, and hereby defers the pipeline integrity testing requirement to next spring and each spring [hereafter. <br />If for any reason the testing cannot be completed by June 30 each year, the Division must be contacted for <br />consultation and deadline extension approval. <br />As to whether or not Henderson Mill should test the pipelines now in order to maintain annual frequency, [hen <br />switch to springtime testing in 2003, [he Division does no[ believe this is necessary for the following reasons: <br />• The pipelines have only been in service for one year, and passed the initial pressure testing. <br />• The Flow in the pipelines over the winter will be slight. <br />cc: Erich Bower, Henderson Mill, (via fncsirnrle rranrrnissiun) <br />Carl Mount.
