<br /> <br />~UNQL BILL NO. 1989 <br />RFSDL[lfI0T1 <br /> <br />RESOLUI'IQi t~D. 1589 <br />A RE~L[TPIGN OF OPPOSIfiION `lp THE F~AtSION OF l4INIIdG ALTiVPl'Y ON P%~"F~Y <br />ADQACENf 70 lIAHI.1n0 SPRIK~ <br />fdII;RFAS, the Castle Concrete Concrete Company with a business address of 7250 <br />Alleghany Drive, Colorado Springs, Colorado 80919, has on March 3, <br />1989, submitted an application to the Land Reclamation Board at 1313 <br />Sherman Street, Room 215, Denver, Colorado 80203, to amend its <br />regular (112) mining permit at the Snyder Quarry, Permit No. M77-210 <br />under provisions of the Colorado Mined Reclamation Act, C.R.S. <br />Section 34-32-101, et. seg. and the rules promulgated herewith, and <br />FhD~1.S, the Snyder Quarry also known as the Black Canyon Quarry or the <br />Manitou Quarry contains approximately eighty acres of mined and <br />unmined property located off Colorado Highway 24, a short distance <br />to the north of the City limits of Manitou Springs, and <br />F~lyS, the Castle Concrete ConQany intends to remove all vegetation and <br />soil from approximately 8.36 acres in the northwest corner of their <br />property to enable the mining of limestone for use as a wnstruction <br />material, and <br />4~5, the process of mining the limestone contemplates use of a so called <br />benching technique which will facilitate the ultimate reclamation of <br />the acreage, and <br />F~RRFAS, the process of reclaiming the acreage after the limestone has been <br />extracted involves the placement of rock spoils and top soil on each <br />bench level to support the growth of grasses, shrubs and trees, and <br />F~1lS, from several vantage points throughout the City and the region the <br />mining work will be highly visible to residents and visitors who are <br />extremely sensitive to and offended by, the destruction of natural <br />beauty inherent in the spectacular rock formations surrounding <br />Williams Canyon, and <br />F~2FAS, the Castle Concrete Company stipulates in its application that it <br />will be in~ossible to avoid rocks falling into Williams Canyon and <br />that "minor visibility problems" will result from mining the South <br />Peak, and <br />
