Memorandum

To: Byron Walker
From: Janet Binns
Date: 09/17/02
Re: Colowyo, C-1981-019, MR-59
File: C:/jhb/team/Colowyo/MR-59.doc
CC: Dan Hernandez
I have reviewed Colowyo's submittal of MR-59. This revision proposes substitutions to the approved
reclamation seed mixes, Tables 2.02.05-9, 2.05-8, and 2.05-9, based upon availability.
2002 has been a growing season hampered by drought and fire. Colowyo contends that specific seed
species aze unavailable thorough one seed supplier.
Has Colowyo tried to procure the approved seed species through an alternate supplier, or asked their
usual supplier if they can obtain the seed from another party?
Substitutions to reclamation seed mix 2.05-7 for Mountain fescue and Pacific aster are taken from approved
seed mix 2.05-8 at appropriate substitution rates. Of note, Colowyo's cover letter refers to Pacific aster and
Small bumet as grasses. These two species aze forbs.
Colowyo proposes to replace Pasture sage with an increase of Palmer penstamon. Palmer penstamon is
already included in the approved seed mix, 2.05-7. This would reduce the number of forb species seeded in
2002 from 8 to 7, yet maintain the PLS/acre quantity. This substitution is acceptable to the Division for
2002 seeding only.
Colowyo proposes to reduce the number of shrub and sub-shrub species from 10 to 7. Since 2 of these
species aze considered sub-shrubs, only 5 shmb species aze proposed for the 2002 reclamation planting.
Colowyo has also committed 21 acres to a concentrated shrub only seeding. Species in limited supply,
Mountain snowberry, will be planted in this concentrated shrub area in lieu of planting with Table 2.05-7
seed mix in the general reclamation mix. Colowyo proposes to replace unavailable species, Antelope
bitterbrush, and Saskatoon serviceberry, with increases in Mountain Big Sagebrush and Fourwing saltbrush
respectively. Species in limited supply, Mountain snowberry, will be replaced by an increase in Rubber
Rabbitbrush. While these substitutions for the 2002 reclamation seeding aze acceptable, Colowyo states that
they will ensure a seeding rate of 29.2 PLS/sq.ft. The Division calculates the approved seeding rate of
Table 2.05-7 as 32.73 PLS/sq.ft. Some species aze measured as PLS per inch drill furrow. To convert from
PLS/IDF to PLS/sq.ft. assume an 8 inch furrow width. Multiply the PLS/IDF rate by 18.
Colowyo needs to assure that the approved seeding rate of table 2.05-7 is maintained.
