Long
~
subject: West Elk TR-96 Division Do-e~tnr
date: March 22, 2002
This memorandum responds to your request for continuing assistance (Interoffice Memorandum
of March 19, 2002).
The proposed road (main branch) up Sylvester Gulch (potentially classified as an access road) is
not a part of this Technical Revision (TR)(Mountain Coal Company LLC (MCC) cover letter of
February 20, 2002). However, this road is discusses as an alternative access route in the text of
the application. The TR addresses existing and proposed roads and improved ATV trails that
branch off to degas wells. The application refers to a Methane Drainage Well Project Surface
Map. The map used for this review is labeled Panels 16-24 Methane Drainage T.13 S., R. 90 W.,
6th P.M. As we discussed, these are considered as light-use roads. Rule 4.03.3 applies to light-use
roads.
The application includes the United States Forest Service Paonia Ranger District (USFS)
environmental assessment (EA) by reference.
Table of Contents
Rule 4.04.3(1) .....................
Rule 4.04.3(1)(b) .................
Rule 4.04.3(I)(c) .................
Rule 4.04.3(1)(d) .................
Rule 4.04.3(2) .....................
Rule 4.04.3(2)(a) .................
Rule 4.04.3(2)(b) .................
Rule 4.04.3(2)(c) .................
Rule 4.04.3(2)(d) .................
Rule 4.04.3(2)(e) .................
Rule 4.04.3(2}(f) .................
Rule 4.04.3(3) .....................
Rule 4.04.3(3)(a) .................
....... 6
