Banta, <br />Division Dnecbr <br />DATE: May 16, 1990 <br />T0: Cathy Begej n <br />FROM: Matthew Hayes ~~ <br />RE: Review of Revegetation Data and Reclamation Description Provided as <br />Part of Midterm Response Package in the Addition to Appendix F: <br />Canadian Strip, File C-81-026 <br />In conjunction with reviewing the Canadian Midterm Response Package for <br />vegetation and soils issues, I also reviewed the vegetation monitoring data <br />submitted in response to adequacy issue 7. The cover page to this data <br />consists of an interoffice memo from Dave Stout to Mike Kolin dated October 3, <br />1983. According to the recently submitted Phase II Bond Release application, <br />reclamation of the mine site was done in two stages. <br />a. 24 acres completed in 1984; <br />b. 82 acres completed in 1987. <br />However, the memo dated October 3, 1983 identifies that reclamation on the <br />24 acre parcel reclaimed in 1984 actually began in 1979. Reclamation was in <br />three phases. An outline of details presented in the memo is located in <br />Tables 1 and 2 enclosed at the end of this memo. <br />The bulk of the rest of the addendum to Exhibit F consists of cover data <br />collected by the operator in 1983, 1988 and 1989. 1983 and 1988 data is <br />reviewed below. 1989 data is briefly addressed below and will be reviewed in <br />more detail as part of the Phase II Bond Release request process. <br />A) Cover Data Collected September 22, 1983. <br />The operator ran three cover transects in three different locations. <br />Typically when collecting cover data, the sampler will set up an optical <br />point frame at 10 meter intervals along a 50 or 100 meter transect. The <br />optical point frame has 10 sightings on it, allowing 10 data points or <br />"hits" to be collected at each location where the optical point frame is <br />set up. Thus, for a 50 meter transect, 50 data points are collected and <br />for a 100 meter, 100 points are collected, 10 at each of the point frame <br />set up locations. It is important to understand that a sample unit is an <br />entire transect. Thus, when calculating sample adequacy, data from each <br />complete transect are used in the calculation. A common misunderstanding <br />is that point frame set up locations represent samples rather than <br />subsamples. Samples must be randomly placed inside the area of concern. <br />subsamples (set up location) at regular intervals spaced only 10 meters <br />apart are not considered to be randomly placed throughout the sampled <br />area. <br />
