ENCLOSURE 1 <br />TR-15 ADEQUACY REVIEW COMMENTS (2ND REVIEW LETTER) <br />7. Map Figure 2.2-1 was properly amended to list the correct map scale. Item <br />Resolved. <br />9. Permit page 4-31 was properly amended to state that power lines were constructed in <br />compliance with Rule 4.18(4), to minimize electrocution hazards to raptors. The <br />work was done by Grand Valley Power (GVP), confirmed by a letter of June 8, 2006, <br />from the GVP Manager of Engineering. Item Resolved. <br />12. Map Figure 2.2-2 was properly amended to delete Culvert "F" and to depict Culvert <br />"P". Item Resolved. <br />14. Operator requested clarification of DMG cost estimates in RN-6 Task #019, and TR- <br />I STask #041, regarding costs applicable to a Line Power Substation. The Division <br />has considered this concern, and determined that there was a duplication of <br />demolition tasks. The TR-15 cost estimate has been revised to eliminate the <br />duplicated task, resulting in a $193.30 cost reduction (See Enclosure 3). <br />19a. Various permit amendments were made in response to this item, and the concerns <br />were adequately addressed with one exception. We believe further explanation of <br />the use of Well 256862, as provided in the item response, should be incorporated <br />into the revised permit text. Please amend page 2-44 narrative, to clarify that <br />Well 256862 is used for irrigation only, and not as a source of potable water. <br />19b. Appendix N tables were revised, and the percent increase/decrease column was <br />corrected as requested. I[em Resolved. <br />19c. Section 4.1.2.5 narrative regarding operational effects on the East Salt Creek <br />alluvial valley floor was properly updated. Item Resolved. <br />19d. A thorough mass balance analysis focusing on effects of irrigation season mine- <br />water discharge salinity on downstream East Salt Creek salinity was performed, <br />as requested by the Division. The analysis was based on the 5 year period 2001 <br />through 2005, using a combination of actual data and appropriate <br />interpolations/extrapolations based on the data. The analysis demonstrates that <br />mine discharge generally results in slight decrease in the salinity of East Salt <br />Creek downstream of the mine during the irrigation season. One year (2005) <br />
