(EFCI) third <br />round responses, submitted by TerraMatrix, to our adequacy letter <br />for Technical Revision No. 20. The Division has a few remaining <br />adequacy questions. The format of this letter follows preceding <br />correspondence. Previously resolved issues have been omitted from <br />this letter. <br />9. A. The Division is concerned that the flow path of the west <br />collection ditch indicated on revised Map 28, may be at <br />velocities that are erosive once the flow begins to <br />follow the reclaimed path of the north and south <br />collection ditches. With the access roads located <br />immediately adjacent to the north and south collection <br />ditches, it appears that the flows in these areas will be <br />hard to control. EFCI should provide appropriate designs <br />to show that riprap at D50 = 6° is of adequate size to <br />protect the outlet of the west collection ditch and <br />effectively dissipate the runoff. The designs should <br />also show that the water from the west ditch will not be <br />at erosive velocities as it follows the flow path of the <br />reclaimed north and south collection ditches. <br />11. The Division believes that EFCI has provided a reclamation <br />plan for the loadout that approximates the original contour of <br />the pre-mining topography and is appropriate for the post- <br />mining land use. However, the Division requests that EFCI <br />provide additional details and documentation regarding the <br />reclamation plan. <br />*Please provide a letter from the Atchison, Topeka, and <br />Santa Fe Railroad (ATSFR) that states the railroad tracks <br />
