Please address <br />the following items: <br />1. Please specify in the amended application text the term of Lodestar's coal contact under which <br />the loadout will be operated, and the end date for Lodestar's use of the loadout <br />Please include revised permit materials with a commitment to initiate reclemaaon of the loadout <br />Bad rail spur in accordance with Figure 14- 1, within the earliest of the following time periods: <br />within 60 days of termination of the coal contract allowing loadout use; or within 60 days from <br />expiration of the term of the coal contract; or within 60 days of the nonuse of the loadout for 90 <br />days or more, whichever is earliest. Also clarify in revised permit materials, that all po[Tions of <br />the mine site other than the loadout and spur will remain in permanent cessation, and that the <br />reclamation timetable specified in Figure 14-1 for all areas of the mine ocher than the loadout and <br />spur will not be affected by loadout operation. Please provided revised permit pages which reflect <br />these changes to the Roadside Mine reclamation schedule. <br />3. The statement oa emended page 13-5 that "2000 calendar yeaz is Yea 1 of the reclamation <br />schedule..." is erroneous, and should be corrected to stare "2001 calendar year is Year 1..." <br />Please address the maximum coal tonn~ce to be stored at any one time at the loadout, demonstrate <br />that compliance with applicable air quality penniu will be maintained, and address the effect that <br />Lodestar's proposed activity at the loadout will have on worst case disturbance and reclamation <br />cost for the site. <br />Please contact me if you have nay questions. <br />S' C bly, <br />!~ <br />an .Mathews <br />vironmental Protection Specialist <br />c: David Berry <br />
