B. Alternative Two -~ Action • <br />Environmental Consecuences <br />There are no known additional impacts to the following resources: climate, air <br />quality, recreation, soils, mineral resources, water resources, vegetation, wildlife, <br />land use, cultural or visual resources. If the lease is not modified, there is a high <br />likelihood that the coal would never be mined resulting in the loss of energy (coal) <br />to the nation and revenues to the US Treasury. <br />There are no Mitigation Measures resulting from Alternative Two. <br />V. MITIGATION MEASURES <br />The Mitigation Measures apply to both the R/W and coal lease modification unless <br />specifically stated otherwise. <br />To protect and preserve breeding and nesting habitat for the Loggerhead shrike, <br />disturbances in sagebrush and oak stands should be avoided to the extent possible. <br />In the event that bald or golden eagle nests are located on the surface in the future: <br />-No permanent surface facilities or disturbances shall be located within a 1/4 mile <br />radius buffer zone around each bald or golden eagle nest site. <br />-No surface activities will be allowed within a 1/4 mile radius buffer zone around <br />each eagle nest site from March 1 to July 1. <br />-Any proposed activities in, or adjacent to, these buffer zones will require approval <br />from the BLM, on asite-specific basis, after consultation with the U.S. Fish and <br />Wildlife Service. <br />Coal exploration, facility construction, and major scheduled maintenance will not be <br />scheduled from December 1 through April 15 to protect crucial elk habitat values. <br />Coal related surface facilities and surface disturbance will be authorized in the review <br />area only if no feasible alternative exists, and all unavoidable surface disturbances will <br />require the approval of BLM's authorized officer. <br />BLM will coordinate with the Colorado Division of Wildlife to determine the type and <br />extent of allowable variances and the type and extent of habitat mitigation needed to <br />offset habitat disturbance. <br />The R/W and coal lease modification shall be subject to the terms, conditions and <br />stipulations of Coal Lease COC53510, including any modifications and/or amendments <br />thereto, as applicable. <br />The R/W shall be subject to the approved plat entitled BLM Right-of-Way Sanborn Creek °~ <br />Mine No. C-81-022 dated Aoril 23, 1996). <br />10 <br />
