I have reviewed the TR-54 adequacy review responses and revised PAP sections relevant to
Premine and Postmine Land Use, Vegetation Information, and the Revegetation Plan. My
itemized comments aze listed below. Comments 1 through 18 specifically address corresponding
items from the initial adequacy review. Comments 19 through 28 are new items, based on review
of the amended permit sections.

Adequacy Re~onse Review
The OMLR (Office of Mined Land Reclamation) had requested operator to amend
outdated page 22-10 text regarding reference area applicable to NH-1 mine areas.
Reference area status for New Horizon 1 is clazified by revised text under Discussion of
Reference Areas, beginning on page 16 of amended Tab 22, Revegetation Plan-New
Horizon 1 Mine. Revised text clarifies that there are now sepazate, adjacent reference azeas
within the fenced area at the Montrose County Hopkins Field Airport. The western area is
the rangeland reference area and the eastern area is the dryland pasture reference azea.
Map 22-2 on amended page 22-20 does not appeaz to conrespond to the revised text; map
seems to indicate that the eastern azea is a combined dryland pasture/rangeland reference
area. The same apparent error exists on amended Attachment 2.05.4(2)(e)-4-2. Please
amend Map 22-2 and the map in amended Attachment 2.05.4(2)(e)-4-2, to correspond
to applicable text in amended Tab 22 and amended Tab 2.05.4(2)(e), regarding the
separate dryland pasture and rangeland reference areas.
