Stevens, Senior Environmental Protection Specialist <br />Division of Minerals and Geology // <br />FROM: Keith Vander Horst, Water Resources Engineer ~~~( <br />RE: All Rite Paving & Redi-Mix Inc., Lamar Pit <br />File No. M-87-079, CN-001 <br />SW1/4 - NW1/4 of Section 30, T22N, T46E <br />Water Division 2, Water District 67 <br />We have reviewed the above referenced application to convert an existing sand and gravel mine <br />from a 110 Limited Impact Reclamation Permit to a 112 Regular Reclamation permit. This <br />application would increase the size of the total permitted operation from 9.9 acres to 39.3 acres. <br />The application did not quantity either the current or future amounts of exposed ground water. <br />The application stated water was pumped from the pit to wash gravel, but did not state whether <br />there were any water requirements for other uses such as dust control and concrete production. <br />Senate Bill 120 of 1989 requires that a well permit be obtained from our office for any open sand <br />and gravel pit operation which exposes ground water to the atmosphere after January 1, 1981. <br />As field inspections by our office indicate this pit has exposed ground water, the pit appears to <br />be subject to the well permitting requirement. The applicant v,as notified of their requirement to <br />apply for and obtain a well permit, but has not yet done so. Prior to issuance of any well permit <br />the applicant will have to obtain approval a substitute water supply plan or a plan for <br />augmentation. <br />In the abs~ance of a well permit this office requests that any actions taken would be so as to <br />curtail the lapplicant's consumption of ground water. Immediately provisions which would restrict <br />consumption include stopping all excavation which would expose any more ground water, and <br />elimination of any pumping of ground water from the pit for aggregate washing or other uses. <br />It the appli+;ant does not obtain an adequate plan for augmentation the pit may eventually have <br />to be back filled. <br />Should you have further questions please contact this office. <br />cc: Steve Witte, Division Engineer <br />
