Revised Design for Batch Loadout Haul Road Batch
Dear Mr. Johnston:
The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section 116,
Paragraph 4, of the Colorado Revised Statutes, that on May 29, 2002, an application to revise coal mining
operations at the Foidel Creek Mine was considered complete for the purposes of filing. The revision was
submitted by Twentymile Coal Company. All review and comment periods as provided in the Act and the
Regulations initiate from this date of filing.
The operator proposes [o modify the haul road design that [he Division previously approved as technical Revision
TR-30. The operator proposes the following two modifications.
1. A reduction in the designed top-width of the haul road to 24 feet, 6 feet less than the original design.
2. The addition of conventional salvaging and stockpiling of topsoil as another method of topsoil protection, in
addition to the previously approved placing of fabric on top of the topsoil and then building the road over
the fabric.
The construction process will remain as previously approved in TR-30. The purpose of the proposed
modifications is to reflect the change in plan to use only 10-ton trucks on the haul road, rather than 100-ton trucks
as originally planned. The previously approved wider road design in TR-30 will remain effective, allowing the
option to increase road width at a later time.
The Undergound coal mining operation is on land located approximately 23 miles Southwest of Steamboat
Springs, Colorado. The permit area is further described as follows:
In portions of Sections 7, 8, 9, T4W, R86W; Sections 32 and 33, T6N, R86W; Sections 23, 24, 25, 26, 27, 34, 35
and 36 in TSN, R87W; and all of TSN, R86W with the exception of Sections 34, 35, and 36.
The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Rattlesnake Butte.
