Fish and Wildlife Service Exec Wive Director <br />764 Horizon Drive, South Annex A Michael 8. long <br />Grand Junction, CO 81506-3946 0~~„~ono~.ecior <br />Re: Foidel Creek Mine (Permit No. C-82-056) <br />Technical Revision No. 17 (Extend Longwall Panels in Southwest District) <br />Pursuant to Title 34, Article 35, Paragraph 3, of the Colorado Revised <br />Statutes, the Division of Minerals and Geology hereby issues notice that on <br />April 22, 1994, a technical revision application for a permit to conduct coal <br />mining operations by Twentymile Coal Company, 29515 Routt County Road No. 27, <br />Oak Creek, Colorado 80467, was deemed complete for the purposes of filing. <br />All reviews and comment periods as provided in the Act and Regulations <br />promulgated thereunder initiate from this day of filing. <br />The applicant proposes to revise underground coal mining operations at the <br />Trapper Mine. The technical revision proposes the extension of the second and <br />third Southwest District longwall panels and installation of a ventilation <br />borehole and substation. Surface disturbance will be limited to an access <br />road and a small area of less than 1 acre for the ventilation fan and <br />substation. <br />The Foidel Creek Mine is located approximately 23 miles southwest of Steamboat <br />Springs, Colorado. The panel extensions and ventilation boreholes are located <br />in the W/2 NW/4 of Section 36, TSN, R87W, and the proposed substation is <br />located in the SW/4 SW/4 of Section 25, TSN, R87W. These areas are shown on <br />USGS 7.5 minute Quadrangle map of Rattlesnake Butte. <br />Because the above referenced technical revision application might alter <br />previously approved permit conditions or mitigation measures, we are <br />requesting your agency's evaluation of the potential for impacts to threatened <br />or endangered species of plants or animals, or wildlife species otherwise <br />protected by federal law. Applicable sections of the revision application are <br />enclosed. Please advise us if you require additional information. <br />In order for us to comply with regulatory time frames, we request that <br />comments be submitted to the Division of Minerals and Geology at the above <br />address by 5:00 p.m. on June 5, 1994. If no comments are received by this <br />date, we will proceed on the assumption that your agency has no concerns with <br />or objections to the applicant's proposal. <br />
