Fish and Wildlife Service Exec Wive Director 764 Horizon Drive, South Annex A Michael 8. long Grand Junction, CO 81506-3946 0~~„~ono~.ecior Re: Foidel Creek Mine (Permit No. C-82-056) Technical Revision No. 17 (Extend Longwall Panels in Southwest District) Pursuant to Title 34, Article 35, Paragraph 3, of the Colorado Revised Statutes, the Division of Minerals and Geology hereby issues notice that on April 22, 1994, a technical revision application for a permit to conduct coal mining operations by Twentymile Coal Company, 29515 Routt County Road No. 27, Oak Creek, Colorado 80467, was deemed complete for the purposes of filing. All reviews and comment periods as provided in the Act and Regulations promulgated thereunder initiate from this day of filing. The applicant proposes to revise underground coal mining operations at the Trapper Mine. The technical revision proposes the extension of the second and third Southwest District longwall panels and installation of a ventilation borehole and substation. Surface disturbance will be limited to an access road and a small area of less than 1 acre for the ventilation fan and substation. The Foidel Creek Mine is located approximately 23 miles southwest of Steamboat Springs, Colorado. The panel extensions and ventilation boreholes are located in the W/2 NW/4 of Section 36, TSN, R87W, and the proposed substation is located in the SW/4 SW/4 of Section 25, TSN, R87W. These areas are shown on USGS 7.5 minute Quadrangle map of Rattlesnake Butte. Because the above referenced technical revision application might alter previously approved permit conditions or mitigation measures, we are requesting your agency's evaluation of the potential for impacts to threatened or endangered species of plants or animals, or wildlife species otherwise protected by federal law. Applicable sections of the revision application are enclosed. Please advise us if you require additional information. In order for us to comply with regulatory time frames, we request that comments be submitted to the Division of Minerals and Geology at the above address by 5:00 p.m. on June 5, 1994. If no comments are received by this date, we will proceed on the assumption that your agency has no concerns with or objections to the applicant's proposal.
