J. J. Dudash -2- December 26, 2006 <br />with Pond F have sideslopes other than 1.5H:1V. These ditches are F1, F2, F3, F5 through F8, <br />F10, F12, F17 and F18. Please revise Figure 3 to list all of the sideslopes for the "V" ditches. <br />BRL: See Figure 3; operator added a table detailing the sideslopes for the ditches listed <br />above. <br />6. DRMS: Figure 3 shows a typical trapezoidal ditch detail cross section with a bottom channel <br />width of 3 feet. However, the hydrology design for the east diversion ditch on page App. B-19 <br />shows a bottom channel width of 2 feet. Please revise Figure 3 accordingly. <br />BRL: Operator added statement on the trapezoidal channel detail stating the bottom width for <br />the East Diversion Ditch is equal to 2.0'. Please see revised Figure 3. <br />7. DRMS: In the table of ditch minimum depth requirements on Figure 3, please change the <br />flow depth from 1.1 feet to 0.4 feet for the east diversion ditch (UpDivEast), as shown on page <br />App. B- 19. <br />BRL: Changed flow depth from 1.1 feet to 0.4 feet on Figure 3. <br />8. DRMS: In the hydrology design for Pond F, was there an assumption made that a portion of <br />the coal waste on gob pile no. 2 has been covered with soil material? If so, how many acres <br />were involved and have these acres of coal refuse actually been covered? <br />BRL: The assumption was made that the first two benches have been covered for a total 14.9 <br />acres, as shown on page App. A. At the time of this writing, the two benches have been <br />substantially covered. <br />9. DRMS: Map 18, "Postmining Topography", does not show an upland diversion ditch above <br />gob pile no. 1 and above the gob pile no. 2 extension proposed in TR-44. Please provide a <br />revised Map 18 and appropriate hydrology ditch designs for the upland diversion ditch for the <br />reclamation phase. <br />BRL: See updated Map 18 which shows the location of the upland diversion ditches. The <br />design of the upland diversion ditches during operation and postmining are the same. <br />10. DRMS: Map 18, "Postmining Topography", does not show any terrace or lateral ditches on <br />the reclaimed gob pile no. 1 and the gob pile no. 2 extension proposed in TR-44. Please provide <br />a revised Map 18 and appropriate hydrology ditch designs for these ditches for the reclamation <br />phase. <br />BRL: To eliminate confusion between the 'Terrace' Ditches and 'Bench' ditches shown on Map <br />18, the Terrace Ditches which are part of the footprint of Portal B excess material storage area <br />were changed to cyan and text was added to the cross section referencing the location of the <br />ditches. Bench ditches for gob pile No.2 expansion, and gob pile No. 1 were added to Map 18. <br />The design of the bench ditches during operation and postmining are the same. However, the <br />hydrology design of the bench ditches may be changed after the piles are covered with soil and <br />topsoil. <br />
