COMMENTS-COMPLIANCE <br />This was a Phase I bond release inspection of the thermal event area conducted by Jim <br />Burnell of CDMG on Thursday, October 7, 2004. Other participants in the inspection were <br />Henry Barbe of Mountain Coal Company. Sandy Brown of CDMG, Mitch Rollings of the <br />Office of Surface Mining, and Liane Matson and Ryan Taylor of the US Forest Service, <br />surface manager of most of the inspected site The weather was fair and sunny. <br />For organizational purposes, the area inspected for bond release will be discussed as eight <br />separate areas, conforming to the map provided in the bond release application. The areas <br />are numbered 1 through 8. depending upon when the reclamation was completed. <br />The area designated Area 1 is the pad for "hole G," reclaimed in July 2001. The regrading <br />was fine, with the pad area blending into the original topography. The vegetation was <br />satisfactory, but the area had been heavily grazed An updated demonstration must be <br />placed mto the permit, utilizing the present vegetative cover and slope data to justify <br />managing the area as an SAE without the alternative sediment control.
