APPENDix B <br />Municipal Permits -Six Minimum Measures <br />1. Public Education and Outreach on Stormwater Impacts, Permittees must implement a public education <br />program to distribute educational materials to the public and business communities (or conduct equivalent <br />outreach activities) about the impacts of Stormwater discharges on waterbodies and the steps that the public <br />and businesses can take to reduce Stormwater pollution. <br />2. Public Iuvalvemeut/Participation. This program will require that the public play an active role in the <br />development and implementation of the municipality's stonnwater management program. At a minimum, <br />permittees must comply with state and local public notice requirements when implementing their Stormwater <br />management progams. The means of public notice should be effective, i.e., should attempt to reach a <br />majority of citizens, through the use of a community publication or newspaper of general cuculation. <br />3. Illicit Discharge Detection and Elimination. Permittces will be required to develop and implement a <br />program to detect and eliminate illicit discharges to the MS4. The owner or operator will also be required to <br />develop (if not already completed) a storm sewer system map (or equivalent) showing the location of all <br />outfalls, and all State waters that receive discharges from the MS4. To ensure the effectiveness of this <br />measure, the owner or operator would be required to effectively prohibit, through ordinance, order, or similar <br />means, illicit discharges into the MS4, and implement appropriate enforcement procedures and actions as <br />needed. This measure would also require the owner or operator to develop and implement a plan to detect and <br />address illicit discharges (including illegal dumping) to the system. The plan will require the following <br />components: procedures for tracing the source of an illicit discharge; procedures for removing the source of <br />the discharge, and procedures for locating priority areas likely to have illicit discharges. <br />4. Construction Site Stormwater Ruuoff Control. Permittees will be required to develop, implement, and <br />enforce a pollutant control program to reduce pollutants in Stormwater runoff to their MS4 from construction <br />activities that result in land disturbance of one or more acres. The program will need to include, at a minimum, <br />requirements for construction site owners or operators to implement appropriate erosion and sediment control <br />BMPs, such as silt fences, temporary detention ponds and hay bales, and to control other waste such as <br />discarded building materials; procedures for site plan review; procedures for receipt and consideration of <br />information provided by the public; procedures for inspections during construction; and penalties to ensure <br />compliance. <br />5. Post-Coustruction Stormwater Management in New Development and Redevelopment. Permittees wilt <br />be required to develop, implement, and enforce a program to address the quality of Stormwater discharges to <br />thew MS4 from new development and redevelopment projects that result in land disturbance of one or more <br />acres. This will involve ordinances or the equivalent, and requiring site~appropriate and cost- effective <br />structural and non-structural BMPs, as appropriate. <br />6. Pollution Prevention/Good Housekeeping for Muuicipal Operetions. Pennittees will be requred to <br />develop and implement an operation and maintenanceftraining program with the ultimate goal of preventing or <br />reducing pollutant runoff from municipal operations. These include facilities such as streets, roads, highways, <br />municipal parking lots, maintenance and storage yards, fleet or maintenance shops with outdoor storage aeeas, <br />salt/sand storage locations and snow disposal areas operated by the permittee, and waste transfer stations, and <br />activities such as park and open space maintenance, fleet and building maintenance, street maintenance, new <br />construction of municipal facilities, and stonnwater system maintenance, as applicable. <br />
