G ~ <br />PLANNING COMMISSION RESOLUTION <br />PC-03-04 <br />RECEIVED <br />MAR 0 6 2003 <br />Oiuision of Minerals and Geology <br />RECOMMENDATION TO THE BOA1tD OF COUNTY COMMISSIONERS <br />REGARDING THE HENDERSON MINE AND MILL <br />AMENDMENT TO THE <br />COLORADO MINED LAND RECLAMATION BOARD <br />WHEREAS, the Henderson Mine and Mill is an active molybdenum mining and milling <br />operation, the mine, offices and associated infrastructure for which are located on private Sands in Clear <br />Creek County; and <br />WHEREAS, the Henderson Mine and Mill has applied to the Colorado Mined Land Reclamation <br />Board for an amendment (Amendment AM-04) of its Mining and Reclamation Permit M-77-342; and <br />WHEREAS, a part of Amendment AM-04 seeks a re-designation of about 20 acres of the mine <br />site from "Open Forest" post-mining use to "industrial-commercial" post-mining use, for Che purpose of <br />allowing Henderson Mine and Mill to leave in place, after the closing of the mine, the surface <br />shop/warehouse and the office building -- each including potable water, sewage, electricity, natural gas <br />and fiber optic systems -- and associated infrastructure -- including roads, culverts, parking lots, sewage <br />treatment plant, potable water plant, storage tanks; and <br />WHEREAS, the Henderson Mine and Mill mining operations are a substantial economic engine <br />for Clear Creek County, in employing its residents and in paying property and sales taxes; and <br />WHEREAS, it is critical to the future of Clear Creek County and its communities that <br />replacement economic engines be developed in anticipation of and following the closure of the <br />Henderson Mine and Mill; and <br />WHEREAS, this Planning Commission is currently in the midst of the development of a County- <br />wide Master Plan, as required by CRS 30-28-106. Adoption of master plan -contents; to be adopted by <br />January 8, 2004, a part of which is to explore alternatives for the economic development of Clear Creek <br />County; and <br />WHEREAS, the Henderson Mine and Mill is actively participating in the Master Plan <br />development process with the community; and <br />WHEREAS, this Planning Commission regards the Henderson mine site as a key area for future <br />development of industrial, commercial or recreation nature; and <br />WHEREAS, the mine site buildings and related infrastructure are regarded by this Planning <br />Commission as assets to Clear Creek County which can serve as the basis for future economic <br />development to replace the mine, regardless of the precise nature of that development; and <br />WHEREAS, [his Planning Commission regards the prospective removal of these facilities by <br />virtue of the Henderson Mine and Mill Reclamation Permit as wasteful of precious resources which may <br />harm the development of a replacement economy. <br />NOW, THEREFORE, BE IT HEREBY RESOLVED that the Clear Creek County Planning <br />Commission recommends that the Clear Creek County Board of Commissioners strongly recommend to <br />the Mined Land Reclamation Board the approval of Part 2.4 of the Henderson Mine and Mil] application <br />for Amendment AM-04 (application page ~, with the note that the Planning Commission has not <br />reviewed and makes no recommendation about the other parts of the application. <br />
