Dudash,Joe <br />From: Walker, Byron <br />Sent: Friday, February 20, 2004 9:23 AM <br />To: Dudash,Joe <br />Cc: Hernandez, Dan <br />Subject: TR-43 <br />Joe, in addition to my earlier a-mail, this is a proposed course of action. <br />The density testing reports (Bowie Resources, LTD transmittal of 5/12/01) indicated a laboratory modified proctor density <br />(pcf) of 117.5 (corrected to 119.0 for rock content). This value was determined from a field sample from the pile, thus is <br />directly related to actual conditions. Refeative compaction was reported as low a 86% (1-04-01). The stability analyses <br />were based on a density of 97%. Thus there is no demonstration that the pile meets the stability requirement. The TR-43 <br />proposal was to reduce the compaction to 85%. The ammended page 60 was changed to read 85% (J. E, Stover & Assoc <br />letter of January 30, 2004). Recommend the applicant be asked to take representative actual field samples of materials at <br />densities of 85% modified proctor, determine the strenghts of these materials (laboratory tri-axial tests of undisturbed <br />samples), and demonstrate in a stability analyis that the prerequisite factor of safety of 1.3 is being met at 85% modified <br />proctor densisty. <br />Please see me if you have any questions.
