STATE OF COLORADO
Roy Romer, Governor
n W
DEPARTMENT OF NATURAL RESOURCES
MINED LAND RECLAMATION DIVISION
FRED R. BANTA, Dlractor
September 15, 1989
Mr. William Agnew
Senior Environmental Engineer
Trapper Mining Inc.
P.O. Box 187
Craig, Colorado 81626
RE: Technical Revision to Exclude Topsoil Seeding (C-81-010, TR-46)
Dear Mr. Agnew:
The Division has recently completed an adequacy review of Technical Revision
46 (TR-46) which would establish a 56 acre no-seed vegetation plot in the 1989
Derringer Pit reclamation area. The results of the 1985 test plots indicate
that this procedure may be acceptable for meeting reclamation requirements as
outlined in Section 4.15 of the CMLRD regulations and in the Permit
application. However, the Division requests that Trapper submit the following:
1. Test plot cover data, sorted by plant species. This data will _
allow a determination to be made regarding species diversity.
2. A commitment to perform annual monitoring fora period of at least
five years be included in the revision narrative.
3. A plan addressing mitigation measures with time frames in the
event that:
a) an acceptable level of cover is not established that would
prevent excessive erosion, or,
b) species diversity is not being achieved.
When these materials are received and reviewed a decision on the revision will
be rendered.
As always, if you have any questions please call.
Sincerely,
Anthony J.
