Canany <br />Division DIreCIOr <br />Natural Resource Trustee <br />The Division of Minerals and Geology (Division) has completed a review of the subject <br />Minor Revision applications (MR) and other current revisions submitted by Twentymile <br />Coal Company (Twentymile). The review was to identify concurrent changes of pages in <br />the Permit Application Package (PAP). As we discussed, prerequisite approval of some <br />revisions at a TR level of authority is appropriate to some pages prior to modification by <br />subsequent MRs. Please find a summary of the review attached. <br />To systematically process the revision applications, please consider Suggestion 3 below. <br />A similar letter is being prepared for TR-48 and TR 50. To illustrate inter-dependence of <br />the concurrent actions, suggestions appropriate to these other revisions are included <br />herein in a smaller font. <br />Suggestion I. Submit a request to the Division under TR-48 to remove pages 2.055.3, 45.4, and 45.5 <br />from the application. The versions of the pages submitted predate currently approved pages in the PAP, and <br />appear to fragment the PAP. The pages contain no change appropriate to current operations in content <br />appropriate to a TR level of authority, and are subsequently changed by MR 194. Implementation of [his <br />suggestion would allow this TR to advance to the approval stages. <br />Suggestion 2. Submit a request to the Division under TR-50 to remove page 2.05-45.6 from the application. <br />This version of the page submitted predates the currently approved page in the PAP, and appear to <br />fragment the PAP. This page contains no change in content appropriate [o a TR level of authority, and is <br />subsequently changed by MR 194. Implementation of this suggestion would allow this TR to advance to <br />the approval stages subsequent to approval of TR-48. <br />Suggestion 3. Transfer all pages proposed to be revised by MR 193 to MR 194, and <br />withdraw MR 193. This is to resolve the discrepancies created by the confusion between <br />these two revision designations.
