~~ NOTICE OF PROPOSED DECISION iii iiiiiiiii The Colorado Division of Minerals and Geology proposes that an application to renew a valid, existing permit to conduct coal mining and reclamation operations submitted by the Colorado Yampa Coal Company for the Energy Mine No. 3 Mine be approved with conditions. The Energy Mine No. 3 operation is located in Routt County, approximately 15 miles from Steamboat Springs, Colorado. Mining has ceased at this operation and activities proposed over the next five years are limited to monitoring activities associated with vegetation reestablishment and the hydrologic regime. The mined coal was privately and state owned, and the affected surface is privately owned. The permit area encompasses approximately 1,397 acres in Sections 1, 2, 12, 13 and 24, TSN, R86W; and Sections 18 and 19, TSN, R86W. This proposed approval decision is based on a finding that the proposed operation will comply with all requirements of the Colorado Surface Coal Mining Reclamation Act, C.R.S. 34-33-101, et sec., and the regulations promulgated thereunder. Copies of the proposed decision including stipulations, are on file for public inspection at the Colorado Division of Minerals and Geology, Room 215, Centennial Building, 1313 Sherman Street, Denver, Colorado 80203 and at the Routt County Clerk's Office in Steamboat Springs, Colorado. Persons with an interest that may be adversely affected by the proposed decision may request a formal hearing before the Mined Land Reclamation Board on the proposed decision. Such request must be made within thirty (30) days of the initial publication of this notice, must be in writing, and must state with reasonable specificity the reasons for the request and the objections to the proposed decision.
