EFCI believes that placing the base material within <br />the AVF azea with at least 4 feet of suitable material would not impact the potential of the site to support <br />flood irrigation. Given the approved postmining topography and location of the site, it is unlikely that <br />flood irsigation would be utilized in the future land use. <br />However, providing a demonstration of the potential impacts specified in the review would be time <br />consuming and unjustified. Per the Division's suggestion, and since there is adequate area to place the <br />base materials in the east loadout azea, EFCI is revising the plan accordingly. Figure 1, Loadout Area, <br />was submitted with the original application to show the relationship of the disposal sites to the Oak Creek <br />AVF area.
