In order for this application to be complete, the <br />Division requires one item. <br />According to Rule 3.03.2(1), you must notify all surface owners. After review <br />of the notification letters you sent on December 17, 1991, in comparison to <br />your list of surface owners in Exhibit 3 contained in Volume 2 of your permit <br />binders, there appear to be more surface owners that must be notified. Please <br />make these additional notices and submit copies of these notices to the <br />Division. <br />The Division has received your proof of publication.
