Anthony J. Waldron - 2 - September 22, 1988
Maw
Map 3: The map should be updated for the renewal term and so
identified.
Map 11: The access road segment passing under the conveyor that leads
to the refuse pile should be more accurately located. It
actually runs adjacent to the highway and crosses over the
discharge pipes from the refuse pond spillway just as the
highway does.
The boundaries of the "disturbed area" southeast of the prep
plant should be adjusted to include the segment of haul road
indicated there.
The road within the permit area leading to the EMD facility
should at least be designated an access road.
It is misleading to call the road leading past the old refuse
pile down to Pond 004 a haul road, considering the
condition, I would suggest it be redesignated an access or
light use road to reflect its actual capability.
If it is intended that haul trucks use the ramp down the
south side of the clean coal stockpile and the haul road to
the silo, then that haul road segment should be extended to
the foot of the ramp.
The coal conveyor belt sy stem leading between the raw coal
stock pile areas has been removed. The map should
correspondingly be revised to show this.
The eastern part of the segment of haul road between the
"conveyor belt" and the railroad track does not intersect the
rest of the system as shown but curves southeast of culvert
15. If it did join as shown, a culvert would be necessary
for it to cross over Ditch 13.
(Some of the above changes are minor I admit and may not be
worth pursuing. Some, however, are more substantial and, if
implemented, would necessitate a "wrap up" TR and/or MR when
approval of the application is finally made.)
Map 12: This should be replaced by an updated version.
Map 13: This should be replaced by an updated version.
Map 14: Meeds to be replaced by updated version.
