Colorado 81641 (303) 824-4451 (303) 824-0459 FAX February 20, 1995 Attached for the Division's review is a Technical Revision application providing for a modification to the timing of topsoil removal and mining in the East Pit. The revision consists of a modification to Map 23, Mine Plan and Map 28, Topsoil Handling - South. In addition, we have included with this request a public notice to be published upon notification from the Division that the application is complete. On January 24, 1995, we met with Mr. Larry Routten of your office to explain the purpose of the Technical Revision. As we explained to Mr. Routten, the revision is necessary to facilitate operation of the East Pit mine plan first around, then through the deeply incised prospect drainage. To avoid bridging across the Prospect drainage to reach the upper X seam shovel cute and also risk being cutoff by the advance of the dragline pit, we are proposing to change the timing of the initial X seam shovel cuts on the East end of the East Pit. As discussed with Mr. Routten, the timing for the upper shovel cuts for X seam will be expedited ahead of schedule. Once these initial cuts are removed by utilizing existing pit ramps and the dragline pit advances further to the South, the lower shovel cuts will be reached by the use of a temporary ramp established across the Prospect drainage at a lower elevation. Ultimately, after these shovel cuts are completed the normal sequence of dragline cuts will mine through the entire area as originally scheduled. Other than changing the timing for topsoil removal and mining in an already permitted area, the modification does not otherwise change the overall reclamation plan for the East Pit.
