Colorado 81641 <br />(303) 824-4451 <br />(303) 824-0459 FAX <br />February 20, 1995 <br />Attached for the Division's review is a Technical Revision <br />application providing for a modification to the timing of topsoil <br />removal and mining in the East Pit. <br />The revision consists of a modification to Map 23, Mine Plan <br />and Map 28, Topsoil Handling - South. In addition, we have <br />included with this request a public notice to be published upon <br />notification from the Division that the application is complete. <br />On January 24, 1995, we met with Mr. Larry Routten of your <br />office to explain the purpose of the Technical Revision. As we <br />explained to Mr. Routten, the revision is necessary to facilitate <br />operation of the East Pit mine plan first around, then through the <br />deeply incised prospect drainage. <br />To avoid bridging across the Prospect drainage to reach the <br />upper X seam shovel cute and also risk being cutoff by the advance <br />of the dragline pit, we are proposing to change the timing of the <br />initial X seam shovel cuts on the East end of the East Pit. <br />As discussed with Mr. Routten, the timing for the upper shovel <br />cuts for X seam will be expedited ahead of schedule. Once these <br />initial cuts are removed by utilizing existing pit ramps and the <br />dragline pit advances further to the South, the lower shovel cuts <br />will be reached by the use of a temporary ramp established across <br />the Prospect drainage at a lower elevation. <br />Ultimately, after these shovel cuts are completed the normal <br />sequence of dragline cuts will mine through the entire area as <br />originally scheduled. <br />Other than changing the timing for topsoil removal and mining <br />in an already permitted area, the modification does not otherwise <br />change the overall reclamation plan for the East Pit. <br />
