CO 80203 <br />RE: Minor Revision No. 231; West Elk Mine; Permit No. C-80-007 <br />Dear Mike: <br />/\ <br />Mountain Coal Company (MCC) has reviewed the memo from Susan Burgmaier to <br />you regarding the above referenced minor revision and provides the following <br />additional information. <br />Please find enclosed a memo from Wright Water Engineers to me, which <br />describes the flow model for Cl-1 and C1-2 based on actual field conditions. <br />The model demonstrates that a 24-inch HDPE pipe is adequate to carry the <br />designed flow. The enclosed designs should replace the designs previously <br />sent to you for Exhibit 66. <br />2. MCC has recently submitted a bond rider to $12 million; therefore, as the <br />liability is approximately $]0 million there should be adequate funds to replace <br />topsoil if any is stripped. If topsoil is stripped it will immediately be replaced <br />after drilling. <br />3. I am not sure if the map I referenced was enclosed in the previous response <br />package; therefore, it is enclosed. Please note that W-1H was relocated. W-3B <br />and W-3C are the new proposed pumping wells. <br />Please forward the reclamation cost estimate that has been completed. <br />Please call with any questions. <br />Christine E.
