Box 187 <br />Craig, Colorado 81626 <br />Re: Technical Revision No. 34 - Rebuild and Construct Ponds <br />File No. C-81-010 <br />Dear Mr. Humphries: <br />The Division has reviewed the above referenced technical revision and found it <br />incomplete. <br />At this time, the Division cannot determine the exact extent of the request. <br />It appears that Trapper is requesting that approval be granted for <br />construction of ponds that are an inherent part of the permit revisions <br />currently under review, The Division cannot approve activities that would <br />allow implementation of a portion of the permit revisions as a technical <br />revision. <br />Your request that ponds within the existing, approved mining and disturbed <br />area be considered for redesign and repair can be handled as a technical <br />revision. The Division would suggest that Trapper submit this as a separate <br />revision for approval. We realize the need to have this activity approved <br />quickly to allow construction to begin as soon as possible. <br />It appears that Trapper is requesting a change in the approved spillway <br />armoring design (the concrete to glassmat fiber). If this is the case, <br />Trapper will need to present a demonstration that this material is as <br />effective as other more standard materials before it could be approved. Use <br />of this type of material would be considered an experimental practice. As you <br />are aware, the stability of the spillway is an integral part of the stability <br />of the entire embankment. Failure of the spillway could result in failure of <br />the entire embankment structure. <br />In addition, Trapper should clarify the statement that, "any necessary field <br />modifications will be made by the engineer and noted in the embankment <br />certification."
