b. Rule 4.07.3 requires placement of a suitable plug 10 feet below ground surface <br />to support aseven-foot cement plug. MCC propsed a 5-foot cement surface plug. <br />Proposing to fill the hole to within 5 feet of the casing cut-off point with approved <br />materials and then placing a 5-foot cement plug would comply with the rule. <br />c. MCC has not specifically addressed whether or not these holes will extend to <br />aquifers. If they do extend to aquifers, then sealant must be placed in the hole from the <br />bottom to within 10 feet of the surface. Alternatively, for holes encountering multiple <br />aquifers, the Division may approve a suitable medium for placement twenty feet above <br />and below the water-bearing zone. Based on the Division's inspection in 2004, MCC <br />has been in compliance because they aze using a CDMG approved fill material above the <br />bridge plug and cement plug and filling the hole entirely to the level of the surface plug. <br />Please specify whether or not the remainder of the hole above the bridge plug and cement <br />plug will be entirely filled to the level of the surface plug and provide a diagram of the <br />proposal for drill plugging and abandonment .
