b. Rule 4.07.3 requires placement of a suitable plug 10 feet below ground surface
to support aseven-foot cement plug. MCC propsed a 5-foot cement surface plug.
Proposing to fill the hole to within 5 feet of the casing cut-off point with approved
materials and then placing a 5-foot cement plug would comply with the rule.
c. MCC has not specifically addressed whether or not these holes will extend to
aquifers. If they do extend to aquifers, then sealant must be placed in the hole from the
bottom to within 10 feet of the surface. Alternatively, for holes encountering multiple
aquifers, the Division may approve a suitable medium for placement twenty feet above
and below the water-bearing zone. Based on the Division's inspection in 2004, MCC
has been in compliance because they aze using a CDMG approved fill material above the
bridge plug and cement plug and filling the hole entirely to the level of the surface plug.
Please specify whether or not the remainder of the hole above the bridge plug and cement
plug will be entirely filled to the level of the surface plug and provide a diagram of the
proposal for drill plugging and abandonment . If MCC is not entirely filling the hole
above the bridge plug and cement plug, then the procedures should be clearly identified
in the revision application.
If you have any further questions, please feel free to contact me.
Sincerely,
v Lf~~L~~
Jim Burnell
Environmental Protection Specialist
Cc: S.
