November 08, 2000 <br />Ms. Sandra Brown ~~~ <br />Colorado Division of Minerals and Geology <br />Office of Mined Land Reclamation ~~_ a8_~ <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />Re: Elk Creek Mine Rock Safety Catch Bench Constructiorf~fvtirtro`z~i~n No. 55, <br />Permit No, C-81-022 <br />Dear Ms. Brown: <br />N 0 V 2 ~ 2000 <br />Oxbow Mining, Inc. has begun initial excavation in the EIknC'r~'@Rtf~fitte~(sde;sl.gp~ <br />stabilization (borrow) area by pioneering a road to the base of the sandstone outcrop at <br />the upper limits of the area. Even with this initial development it has become very <br />apparent that rocks rolling down the slope are and will be a serious safety problem <br />during construction and beyond. Several near misses and one vehicle damage incident <br />have already occurred. <br />To address this issue, Mr. John Abel has completed a site inspection and prepared a <br />recommendation (attached) that a rock safety catch bench should be constructed. In <br />addition, he recommends that the pioneer road remain to allow access for maintenance, <br />including regular removal of the rock, and to serve as supplemental rock safety catch <br />benches. To accommodate the necessary drainage from and along this bench and the <br />pioneer/maintenance road, he has recommended that the rock-lined downdrains be <br />extended up the slope, through the road and to the rock safety catch bench at the <br />uppermost extent of the borrow area (see attached drawing). Any water that may flow in <br />the upper segments of the downdrains would be channeled in culverts through the <br />pioneer/maintenance road to the lower downdrains below. Hand scaling of rock <br />materials above and within the slope stabilization area was also recommended. <br />At final reclamation of the Elk Creek Mine site, the berms will be removed from the rock <br />safety catch bench and the maintenance road and regraded to slope slightly to the <br />outslope.
