Apri/ 1992 MR-19 Pneumatic Coal Drying lnsta//ation • Page ~ 6 RECLAMATION AND CLOSURE Upon completion of mining operations or when the coal drying installation is no longer required, EFCI will remove system components and reclaim the azsociated disturbance. The modular feeder and pump systems, being trailer mounted, can be readily removed from the site by the owner. It is anticipated that other major structural and mechanical components including the hopper structure, cyclone, and integrated truss/walkway/ pipeline structure sections, would be removed from the site and salvaged for future use. Foundation structures for both the hopper and vertical support columns will be excavated, broken-up, and cut off at leazt three feet below natural ground level. Debris from foundation removal will be placed either in the truck tunnel or at the baze of the portal bench and covered with a minimum of 4 feet of suitable material. Backfilling of foundations, regrading, topsoil replacement, and revegetation will then occur in conjunction with reclamation of the mine facilities area as described in Section 2.05.4 of the EFCI Permit Application document. The postmining configuration for the effected area will remain unchanged from that depicted by the Mine Area Postmining Topography Map, (Map 28). POSTMINING LAND USE The postmining land uses of rangeland/wildlife habitat proposed for the Southfield Mine Permit Area and described in Section 2.05.5 of the EFCI Permit Appliation document will not be effected by proposed installation of the coal drying system. PROTECTION OF HYDROLOGIC BALANCE The proposed coal drying system will have virtually no effett on site drainage since the area where it will be installed is currently disturbed, effective drainage control already exists for this area, and installation will not significantly alter topography or surface conditions. 2.08.4 REVISIONS TO A PERMIT In compliance with applicable regulatory requirements, EFCI has completed and is submitting, as part of this Minor Revision Application, the appropriate application form. 3.0 BONDING REQUIREMENTS The proposed pneumatic coal drying installation will not result in any additional disturbance, however, it will involve construction of foundations and installation of structural components which would have to be removed in order to reclaim the site. EFCI has estimated the incremental cost of removal, demolition, and disposal for coal drying facilities at approximately 54,664. The bonding cost estimate presented in Exhibit 20, Bonding Information, has been revised to reflex these incremental costs and revised pages accompany this submittal for replacement in Exhibit 20. Upon notification of MLRD approval of this Minor Revision Application, EFCI will review existing bonding coverage and, if necessary, will secure additional bonding to cover the incremental amount prior to initiation of any related attivities.
