Apri/ 1992 MR-19 Pneumatic Coal Drying lnsta//ation • Page ~ 6 <br />RECLAMATION AND CLOSURE <br />Upon completion of mining operations or when the coal drying installation is no longer <br />required, EFCI will remove system components and reclaim the azsociated disturbance. The <br />modular feeder and pump systems, being trailer mounted, can be readily removed from the site <br />by the owner. It is anticipated that other major structural and mechanical components including <br />the hopper structure, cyclone, and integrated truss/walkway/ pipeline structure sections, would <br />be removed from the site and salvaged for future use. <br />Foundation structures for both the hopper and vertical support columns will be excavated, <br />broken-up, and cut off at leazt three feet below natural ground level. Debris from foundation <br />removal will be placed either in the truck tunnel or at the baze of the portal bench and covered <br />with a minimum of 4 feet of suitable material. Backfilling of foundations, regrading, topsoil <br />replacement, and revegetation will then occur in conjunction with reclamation of the mine <br />facilities area as described in Section 2.05.4 of the EFCI Permit Application document. <br />The postmining configuration for the effected area will remain unchanged from that depicted <br />by the Mine Area Postmining Topography Map, (Map 28). <br />POSTMINING LAND USE <br />The postmining land uses of rangeland/wildlife habitat proposed for the Southfield Mine Permit <br />Area and described in Section 2.05.5 of the EFCI Permit Appliation document will not be <br />effected by proposed installation of the coal drying system. <br />PROTECTION OF HYDROLOGIC BALANCE <br />The proposed coal drying system will have virtually no effett on site drainage since the area <br />where it will be installed is currently disturbed, effective drainage control already exists for this <br />area, and installation will not significantly alter topography or surface conditions. <br />2.08.4 REVISIONS TO A PERMIT <br />In compliance with applicable regulatory requirements, EFCI has completed and is submitting, <br />as part of this Minor Revision Application, the appropriate application form. <br />3.0 BONDING REQUIREMENTS <br />The proposed pneumatic coal drying installation will not result in any additional disturbance, <br />however, it will involve construction of foundations and installation of structural components <br />which would have to be removed in order to reclaim the site. EFCI has estimated the <br />incremental cost of removal, demolition, and disposal for coal drying facilities at approximately <br />54,664. The bonding cost estimate presented in Exhibit 20, Bonding Information, has been <br />revised to reflex these incremental costs and revised pages accompany this submittal for <br />replacement in Exhibit 20. <br />Upon notification of MLRD approval of this Minor Revision Application, EFCI will review <br />existing bonding coverage and, if necessary, will secure additional bonding to cover the <br />incremental amount prior to initiation of any related attivities. <br />ACZ lnc. • P.0.
