In the event the wetlands perform below required rates, will the nanofiltration system <br />be sized to function as a backup system, or will some other backup system be <br />installed? <br />Passive Treatment System <br />I. Liners beneath the wetlands treatment systems would be an aggressive, maintenance- <br />filled requirement. Part of the contamination from the current system includes <br />contaminants from the Precambrian that were present prior to mining. If installed <br />above the Santa Fe, the wetlands should allow only minimal drainage to the Rito <br />Seco,part of which existed previously. <br />2. Provided DMG approves a "pilot" facility to test [he efficacy of a longer term <br />treatment remedy, [hen it should be possible to approve pilot wetlands treatment <br />systems now rather than later. <br />II. Costilla County Conservancy District Review: <br />General comment. <br />Reviewers should realize that the proposal for wetlands treatment is a proposal for pilot <br />plant testing: it is not necessarily for long term treannent. Whether adequate for the long <br />term will not be known until tests have been carried out and evaluated: such an exercise <br />could take several years. Reviewers should realize also that the Division considers that <br />
