-~ ; ~ iii iiiiiiiiiiiii iii ~ ~, <br />~-- <br />Longmont Soil Conservation District <br />9595 Nelson Road, Box D -Longmont, CO 80501 - (303) 776034 <br />Date: May 15, 1998 RECEIVED <br />subject: comments on 112 Permit Application MAY 1 9 1998 <br />Bigelo Property Expansion - Distel Farm Project <br />Amendment to Permit # M89-029 DivisionotMi~erals~(ieobgy <br />To: Colorado Division of Minerals and Geology <br />From: Longmont Soil Conservation District Board <br />This is a proposed amendment to an existing construction materials <br />sand and gravel excavation and reclamation permit adding 98.9 acres in <br />an area just west of the confluence of Boulder and St. Vrain Creeks. <br />This area is part of the proposed Sandstone Ranch open space project <br />currently being planned by the City of Longmont. <br />We recommend the following changes to the mining and reclamation plan: <br />ffiiaiag Plan - Sectioa 5 <br />The mining plan discusses excavation, soil disturbance and surface <br />water management. However, no reference is made as to noxious weed <br />control. This site is adjacent to the St. Vrain Creek, and near the <br />confluence with Boulder Creek. Noxious weeds are a problem in local <br />riparian areas. Land disturbance such as mining activities provide <br />opportunities for the establishment and spread of noxious weeds. The <br />mining plan needs to include a written reference to noxious weed <br />control throughout the mining and reclamation periods. <br />Topaoili:ng - Sectioa 6.5, page 6-3 <br />This section should be changed to read that topsoil will be tested for <br />nutrient status through an accredited lab, and that resulting soil <br />amendment recommendations will be followed prior to grass seeding. <br />Revegetatioa - Section 6.6, page 6-4 <br />Seed Mix - A substitute seed mix recommendation is attached which we <br />feel is more adapted and appropriate for the river bottom proximity of <br />this site. MRCS Colorado Critical Area Planting, Range Seeding, and <br />Seeding .tzate specs were consulted in developing the recommendation. <br />Mulchiag - The reference to straw or hay mulch in this section should <br />be changed and clarified to read that all grass seedings will be <br />mulched •aith a minimum of 2000 lbs/ac clean, weed free grass hay <br />(prefera:bly native hay), and that the mulch will be crimped or <br />otherwis•=_ anchored to protect seeded areas during grass establishment. <br />Sincerely, <br />~~-~:, ~~ <br />Longmont Soil Conservation District Board of Supervisors <br />CONSERVATION -DEVELOPMENT -SELF-GOVERNMENT <br />
