The Division has reviewed the submittal for TR-10 and has the following

Regulation 4.03.2(4) requires that water control systems associated
with access roads be designed to pass the peak runoff from a
10 year - 24 hour event. Therefore please provide designs for the
proposed reclassified access road ditch/ditches, using the
10 year - 24 hour precipitation event.
2. The TR-10 submittal describes various roads around the minesite as
access roads. Item No. 1 above describes the requirement for
designs for water control systems associated with access roads.
However, Regulation 1.04(111) defines access roads and light use
roads. If these roads can be reasonably defined as light use
roads, then Regulation 4.03.3 does not require designs for road
drainage ditches. Otherwise, these additional access roads need
designs submitted for road ditches.
3. The TR-10 submittal contains a design for the culvert at the mine
entrance, under the frontage road. If this culvert is part of the
Raton Creek water drainage system, and it appears to be, then this
culvert design should be submitted under TR-O8 with the other
culvert designs. Under TR-08, the culvert should appear on Map 12,
Mine Site Water Systems and Refuse Area, and in the permit
application, such as in Exhibit C and on page 428 Ra.
4. The peak flow calculation for the culvert at the mine entrance
shows a drainage area of 12.8 acres. Does the acreage include the
