My comments <br />are outlined in the following paragraphs. <br />A review of the bonding calulations is included below. Rough calculations may <br />be found attached. These calcu]ations inc]ude the assumption that material <br />will have to be imported to the site in order to achieve AOC in the proposed <br />refuse area. The bonding requirements for the Animas Mine are as follows: <br />Item Cost b Est. Currently the mine is bonded far <br />b146,634. The items which significantly increased in cost were: prep pT~nt <br />demolition, conveyer demolition, and earthmoving. Earthmoving costs increased <br />as a result of the current need for fill in the north portal area. The <br />present reclamation plan has not considered this. Rather, it considers a <br />situation where the area has been filled with coal refuse. Due to the <br />inactive status of the mine, this refuse does not exist. It should also be <br />noted that the operator has included documented contractor cost estimates for <br />machinery which are lower than the rates used in my estimation.
