6. The weed control plan introduction specifies that weed control on "areas within the permit area that have not <br />yet been mined...will he best controlled by mowing." Areas to be mined should be managed to remove <br />noxious and problematic weeds and their root systems. As described above, use of mowing will most likely <br />result in increased perennial weed infestations. This may result in increased off-site transport of weeds, once <br />these areas are mined, due to more weedy species root mass and increased weed seed in the product. In <br />addition, the topsoil resource would most likely also exhibit increased contamination from weed root and seed <br />resulting in material far less desirable for use in reclamation.
